This appears to be the first time that a sitting congressmember has defied the Israel lobby to support these American veterans in a congressional speech.
Massie invited survivors to witness the speech in person, which will be broadcast live by C-SPAN. Approximately 20 Liberty crew members will be there along with their families.

The attack killed 34 and wounded over 170 American servicemen. There is substantial evidence that the attack was intentional.
World War 2 hero and former Chairman of the Joint Chiefs of Staff Admiral Thomas Moorer stated that “in attacking the USS Liberty, Israel committed acts of murder against American servicemen and an act of war against the United States.”
Some commentators suspect that a goal may have been to sink the ship, kill all aboard, and blame it on Egypt to justify getting the U.S. to side with Israel in its Six Day War.
USS Liberty veterans and others have long called for a full, open investigation by Congress.

ADDENDUM
The Findings (no. 6) of the Moorer Commission, which Admiral Moorer and Rear Admiral Staring announced in their briefing on Capital Hill in 2003, stated that the Navy’s rescue mission was cancelled by the White House while the ship was under attack.
This might be the most explosive (and undisputed) fact that they enumerated.
